Why North Dakota sits 36% under the national average
The reasons are structural and physical, not seasonal. They will not drift upward without a real shift in Bakken NGL economics or a collapse in agricultural propane demand.

Roughly 90% of US propane comes out of natural-gas processing, and North Dakota makes its own. Bakken oil and gas development in the Williston Basin yields propane as a byproduct, and plants like the Hess-Targa Tioga Gas Plant and the ONEOK Garden Creek complex fractionate it out on site. ND retailers buy close to home, which strips out the rail-to-truck terminal margins that drive up interior-Northeast pricing.
Storage and pipelines next to demand.
The Tioga, Stanley and Watford City corridor concentrates processing, NGL pipeline injection, and rail and truck loading. Short physical distance from production to the retailer's storage keeps logistics costs low, so ND suppliers can carry cheaper wholesale through to the homeowner rather than pricing in a long freight haul.
Agricultural base load smooths routes.
North Dakota is a top-three US wheat producer and a major source of corn, soybeans and sunflowers. Grain drying after harvest creates large, predictable demand every September and October. Combined with winter heating, that gives suppliers two demand peaks instead of one and supports dense delivery routes across rural counties, spreading fixed costs over more gallons sold.
Severe cold does not break the model.
Bismarck, Fargo, Grand Forks and Minot see multi-week sub-zero stretches in January and February, which in theory should push prices up. It does not, much, because the production-and-ag base load is deep enough to absorb the demand spike. ND homes still burn more per year than the national norm, but the per-gallon rate stays well below average. The real winter risk here is delivery logistics in extreme cold, not price.
Buying propane well in North Dakota: the moves that decide the bill
In a cheap state the swing between a careless account and a well-run one is smaller than in the Northeast, but on a 1,200-gallon farmhouse it is still real money across a winter, and grain drying adds a trap the milder Midwest does not have.

Start with an established local operator
North Dakota publishes no browsable register of retail sellers and carries almost no public review base, so there is no honest ranking to give you. Lock summer, and beat the grain-drying bump
Wholesale bottoms in late spring, and most ND suppliers run pre-buy and cap-price enrolment May through August. The ND twist: September and October grain drying can push spot rates up 10 to 20 cents for weeks. If your tank is under 30% in September, fill before harvest demand bites. Ask for a cap-price contract that keeps the saving if wholesale falls, over a flat pre-buy.

Quote the local co-op against the national carrier
ND runs a two-tier market: national carriers, and the local independents and farm co-ops that dominate the oil patch and the countryside. Per-gallon spreads of 20 to 40 cents within one county are common, especially between oil-patch counties and the eastern Red River Valley. Pull one written quote from each tier, and if you own your tank, say so up front to remove the switching penalty leased-tank customers face.
