Why Kansas runs 26% under the national average
Kansas runs a full plains winter yet consistently prices in the cheapest tier of US residential propane. The reasons are structural and geographic, which makes the discount durable rather than a seasonal blip.
The Conway hub on home soil.
Conway, Kansas (McPherson County, about 50 miles north of Wichita) sits over a bedded salt formation. Operators dissolved out underground caverns there decades ago, and Williams now runs a large complex holding roughly 21 million barrels of natural gas liquids. Conway is one of only two propane price-benchmark hubs in North America, alongside Mont Belvieu, Texas. Kansas retailers buy at the benchmark with effectively zero long-haul transport cost.

Kansas is in EIA PADD 2 (Midwest), with major gas processing in Oklahoma, the Anadarko Basin, and the Texas Panhandle feeding propane a few hundred miles south of the state. There is no rail-to-truck terminal margin stacked into the supply chain, because Conway is itself the terminal.
Grain-drying and irrigation demand.
Kansas is the number-one US wheat state, and propane-fired dryers work hard on wheat, milo, and grain sorghum in wet harvests. Propane also runs irrigation engines on western Kansas centre-pivot systems where natural gas hookups are absent, plus feedlot and weed-control burners. That year-round agricultural load gives suppliers dense routes and spreads per-gallon overhead across large volume, which holds residential pricing down.

Wichita, Topeka, and the Kansas City metro mostly heat with piped natural gas, so residential propane concentrates in rural central and western counties. Those customers are dispersed but route-dense in farm country, which lets Kansas retailers serve small towns economically, something that does not work in low-density Northeast markets where propane retail runs close to double the Kansas rate.

How do I confirm a Kansas propane dealer is licensed?
Kansas propane oversight runs through the Kansas State Fire Marshal, LP-Gas section, not the utilities commission. Under the Kansas LP-Gas law and its regulations (K.A.R. Article 22-8), any business doing retail LP-gas distribution must hold a Class 1 Dealer License, and installers and bulk-storage sites hold their own licence classes. Am I eligible for LIEAP, the Kansas heating-fuel assistance program?

Why is Kansas propane priced so evenly across the state?
The Conway hub sits near the geographic centre of Kansas (McPherson County, about 50 miles north of Wichita), so no Kansas ZIP is more than roughly 250 miles from primary storage. That flattens the map. Rural western Kansas (Garden City, Dodge City, Liberal, Goodland) does run a little higher per gallon than south-central Kansas (McPherson, Hutchinson, Wichita) because of longer truck routes and thinner customer density, but the spread is usually only about 10 to 20 cents a gallon, far narrower than in states with no in-state storage hub. Western Kansas is also where propane matters most as a home heating fuel: natural gas distribution thins out west of the Wichita-Salina line, while the Wichita, Topeka and Kansas City metros mostly heat with piped gas and use propane for cooking, water heating, generators and outdoor appliances.
How much propane does agriculture use in Kansas?
A lot, and that off-season demand helps hold residential pricing steady. Kansas is the number-one US wheat-producing state, and propane-fired dryers handle hard red winter wheat, grain sorghum and milo in wet harvests. Yes, and not only for tornadoes. Kansas sits in the heart of Tornado Alley, with peak severe weather running roughly April through June, and a propane standby generator is the common backup for rural homes. Demand for emergency generator fills spikes during multi-day grid outages after spring storms, and again during the January to February ice-storm window. Going into April with your tank above about 70% is the practical baseline.
